The cultural, ethical, and legal concepts are interrelated and have the capacity to impact
system change. For instance, cultural factors have a significant impact on people’s willingness to
accept change and adapt within a system. Therefore, there is a need for care providers to respect

the diversity of clients and provide care that is responsive to the various cultural groups.
Similarly, ethical concerns may affect system change, especially when it involves sensitive issues
concerning stakeholders. Therefore, ethical considerations must be prioritized to ensure that the
patient's rights are observed and their privacy enhanced. The legal framework outlines how
systems operate. Therefore, compliance with legal considerations is necessary when making
system changes. Failure to observe the provided legal requirements may result in lawsuits, heavy
fines, and cancellation of practice licenses and permits.
Identify how HIPAA issues impact change processes.
The Health Insurance Portability and Accountability Act (HIPAA) is a federal law that
seeks to protect the privacy of patient information (Edemekong et al., 2022). The first way in
which HIPAA issues may impact the change process is by interfering with the patient consent
and authorization guidelines (Edemekong et al., 2022). This means adjusting patient information
can affect the change process. Additionally, change processes in HIPAA privacy rules may
involve new access to health policies, which is a complex process (Edemekong et al., 2022).
Moreover, healthcare organizations should ensure that they acquire systems and technologies that
are HIPAA-compliant. The theory that aligns with my philosophy of leadership is the Transformational
Leadership Theory. The approach of this theory to leadership argues that a leader works with
teams or followers and guides them toward creating a vision and executing change (Lo et al.,
2018). Hence, The transformational theory of leadership focuses on motivating followers to achieve
