Week 1 Class Discussion Topics
Discussion Question #1:
What are civil liberties, human rights, and human security? What aspects of the government responses limiting civil rights and liberties are lawful or unlawful according to international human rights law? Is there a justified constitutional, ethical, or moral basis for the limitation, whether temporary or permanent, of civil liberties that are afforded for the purpose of protecting National/ Homeland Security?
Discussion Question #2:
Does the United States Constitution guarantee the civil liberties extended to non-citizens on U.S. soil? Consider that green cards (permanent residents) are not considered legal U.S. citizens, as well as tourists, students on legally authorized visas, diplomats from other nations, and undocumented citizens. If U.S. Constitutional Civil Liberties are or are not afforded, do International Rights as ratified by the member nations of the United Nations protect people within the United States?
