Criminal justice is more often used to mean delivering justice to the law breakers.
Criminal justice system is composed of agencies and institutions mandated and powered to
identify law breakers, arrest them and punish them as per set measures called policies. The
criminal justice system determines what is right or wrong and applies set procedures of dealing
with those found guilty. The criminal justice system also has a duty to rehabilitate the law
breakers, prevent them and others from involving in crime and offer the victims moral support.
The criminal justice system has the police, lawyers, courts and prisons as its primary institutions.
Research is used in the development of the criminal justice system and this paper attempts to
explain the importance of using it in the making of policies. Criminal justice policy development
is a system that relates to the whole processes of coming up with procedures to be followed in
dealing with a law breaker. The policy makers decide in a set process what policy is to be
